Raw Diamonds Application

The Raw Diamonds application (hereinafter referred to as “the application") serves persons handling rough diamonds to submit an application for general registration pursuant to Section 27 of Act No 440/2003 on the handling of rough diamonds, on the conditions for their import, export and transit, and amending certain acts (hereinafter referred to as “Act No 400/2003"). In addition, for persons dealing with rough diamonds in a manner involving import, export, trade or processing of rough diamonds for business purposes, in addition to submitting an application for special registration pursuant to Section 29 of Act No. 440/2003.

In addition to the submission of applications, the application also processes them, approves (or rejects) them and then issues a registration, either only in general, for persons handling rough diamonds, or a combination of both general and special registration at the same time in the case of persons handling rough diamonds for business purposes.

The application also includes the possibility of filing an Annual Report on the handling of rough diamonds and its subsequent processing and registration. Persons holding a special registration are subject to the obligation to submit an Annual Report on the handling of rough diamonds pursuant to Section 32 of Act No 440/2003. In the event of non-compliance with this obligation, i.e. failure to submit the Annual Report within the deadline, the application allows the initiation of infringement proceedings and the transfer of the case to the designated customs office competent for the infringement procedure under Act No 440/2003.
