Alert on the deadline for submitting the 202​​3 Annual Report on the handling of rough diamonds

Until 31 March 2024, persons who handle rough diamonds for business purposes, and are therefore holders of a special registration pursuant to Section 28 of Act No. 440/2003., on the handling of rough diamonds, on the conditions of their import, export and transit and on amendments to certain acts (hereinafter referred to as Act No. 440/2003), are obliged to submit an Annual Report on the handling of rough diamonds to the General Directorate of Customs for the past calendar year 2023, pursuant to Section 32 of Act No.

WARN​​ING!

The above obligation does not cease for persons holding a special registration, even if they do not handle (trade, process, import or export) rough diamonds during the previous calendar year.

The Annual Report can now be submitted via the new Raw Diamonds web application, which is available on the cPortal of the Customs Administration of the Czech Republic.

FURTH​​​ER INFORMATION

The following references provide a definition of rough diamonds as set out in the Explanatory Notes to the Harmonised Commodity Description and Coding System of heading 7102 (en) of the World Customs Organisation (WCO), based in Brussels, and the Explanatory Notes to the Combined Nomenclature of the European Union (en).

On 19 May 2005, Commission Regulation (EU) No 718/2005 (en) was published in the Official Journal of the EU, Volume L126, adding the General Directorate for Customs to the list of competent authorities of the European Union. On the basis of this regulation and in accordance with the valid wording of Act No. 440/2003, it is possible to import and export rough diamonds from the Czech Republic to and from third countries (i.e. from/to states outside the European Union).
