Projekt Mobilní rentgenový skener
je financován programem Evropské unie HERCULE III
Celní správa ČR zahájila v lednu 2018 realizaci projektu podpořeného z programu Evropské unie HERCULE III. Ukončení projektu je plánováno na konec května 2019.
Popis projektu
Pořízení rentgenového skeneru pro kontrolu zavazadel a zásilek přepravovaných silniční, vlakovou a leteckou dopravou povede k urychlení a zefektivnění běžných kontrol celníky. Rentgenový skener bude využíván zejména pro detekci nelegální přepravy cigaret a ostatních tabákových výrobků umisťovaných v osobních zavazadlech a v přepravních obalech zásilek menších rozměrů, které jsou převáženy v osobních a nákladních automobilech a v autobusech.
Navíc se jedná o neinvazivní metodu provádění kontroly, která minimalizuje riziko poškození kontrolovaných předmětů.

Celkové náklady projektu: 9 750 180 Kč, z toho podíl grantu EU činil 246,278.54 €.
Cíl projektu
Cílem Projektu je pořídit technické vybavení, které zrychlí provádění kontrol a navýší objem kontrolovaných zásilek v zájmové lokalitě.

Abstract
The Czech Republic (thereinafter "CZ") often becomes a transit country for legal but even for illegal shipments (parcels) as results of inspection activities are showing, including smuggled tobacco products and cigarettes. Unfortunately, in nowadays Czech customs officers do not have enough tools to carry out effective controls of small parcels during fieldwork in needed extent because they do not have necessary mobile equipment for fast inspection of parcels or small shipments in comparison with neighbouring countries where mobile X-Ray unit (thereinafter "X-Ray") is already regularly used.
Common control procedure should be carry out in effective and efficient way and it should not be burdening for inspected subject who not always has to be a guilty person. X-Ray will help to increase number and effectiveness of controls aimed on detection of tax evasions because it represents an effective instrument for carrying out of non-intrusive inspections of small shipments (parcels) which are transported by cars, lorries or in buses through the territory of CZ into another EU countries.
Experienced customs staff who in nowadays use a mobile X-Ray technologies for carrying out inspections of vehicles and containers for many years on almost daily basis will benefit from this project. Control units will carry out inspections within whole territory of the CZ in the mode of long-term planned deployment of staff and X-Ray (it will be planned in advance where and when it will be deployed). At the same time useful technical support for all enforcement units within the CZ (Customs Enforcement – Surveillance and Investigation) will be provided. Implementing of X-Ray will contribute to creation of second defence line against possible tax evasions.
Presumed lifespan of the equipment is from 7 to 10 years.

Aim of this action
